Review drafts, not final

The three sections are in place; the text itself has to be settled by counsel and confirmed by the founder. Neither the specification nor the code invents this wording. Several of these pages still carry “Static Review Draft” in their title. We are publishing them as they stand rather than holding them back, because you should be able to read what we intend to ask of you before we ask it — but they are not settled, and we are not pretending otherwise.
